U.S. to File Complaint With WTO: The United States and the governments of Mexico, Guatemala and Honduras will ask the World Trade Organization to overturn trade barriers that the European Union has erected limiting banana imports, the Clinton Administration said. The dispute concerns a decision by the Europeans in July, 1993, to impose import restrictions on bananas from all countries with the exception of 70 former European colonies and protectorates. The action favored such island nations as Jamaica, Martinique, Guadeloupe, Montserrat and St. Lucia. Their largely family-owned operations were having trouble competing with large multinational operations run by U.S.-based Chiquita Brands International Inc. and Dole Food Co.
