Tropical Storm Sybil slammed full-force into the heart of the Philippines before dawn today, cutting a wide swath of destruction and bringing the death toll to 27.

Packing winds of as much as 60 miles per hour, it caused widespread flooding that displaced thousands of residents. Winds toppled trees and electric posts, rendering many areas in Luzon, the country’s biggest island, without electricity early today.

Four fatalities were reported in San Pablo city, about 50 miles south of Manila; one in Palayan, about 70 miles north of Manila, and three in Panay island, about 200 miles south of Manila. All drowned. Another victim was electrocuted along a flooded street in Manila.
