Tropical Storm Tanya strengthened to become the 11th hurricane of the 1995 Atlantic hurricane season Sunday, but posed no threat to land, the National Hurricane Center said. Maximum sustained winds were near 75 m.p.h., barely above minimum hurricane strength of 74 m.p.h. The birth of the 11th hurricane of the season did not set a record; 12 formed by the end of the season in 1969.
