DMV Case Could Have Been Avoided

* In reference to The Times’ story on Oct. 20 about Larry Parker’s horrible experience with the Department of Motor Vehicles (“O.C. Man Wins DMV War but Not Spoils”):

When the DMV employee received Mr. Parker’s claim for the $211 erroneously billed, a DMV mistake, it’s too bad that that employee could not have scratched out DMV and written in, “Please forward to State Board of Control.” That significant act could have probably saved us a couple of thousand dollars when one considers the ultimate involvement of:

* Deputy Atty. Gen. Christopher J. Ruiz,

* Orange County Superior Court Referee Greer H. Stroud,

* Various court personnel required to hear the contest,

* The eloquent DMV spokesman, Bill Madison, who proclaimed the agency was obligated to fight the case because Larry Parker had filed his refund claim with the wrong state agency.
