Couple Faces Charges in Medical Claim Fraud Case

A Diamond Bar couple has surrendered to state Department of Insurance investigators in a multimillion-dollar fraud case, authorities said Thursday.

Psychiatrist George P. Rowell and his wife, Mildred, a registered nurse, have been linked to at least $6 million in phony medical claims at their clinic in Lynwood and are being charged with 17 felony counts of conspiracy to commit “capping,” said state Insurance Commissioner Chuck Quackenbush. They are scheduled for arraignment Monday.

Karen L. Woods, an attorney for Mildred Rowell, said her client was “stunned and bewildered” by the charges and vigorously maintains her innocence. The attorney for George Rowell could not be reached for comment. The couple was released on bail.

Investigators allege that the Rowells paid “cappers,” people hired to solicit medical referrals, at least $930,000 over two years.
