Fountain Valley, with 3,265 acres of residential development and 18,070 homes, has little space left. Future homes will have to be on so-called in-fill land--space being recycled from other uses.
In fiscal year 1994-95, the city gave approval for only two new residential developments with a total of 85 units planned.
