OPEC to Discuss Cheating on Quotas: Facing a likely glut in the oil market, ministers of the Organization of Petroleum Exporting Countries said at their winter meeting in Vienna that they will talk about ways to discourage members from cheating on their production quotas. OPEC President Erwin Arrieta of Venezuela opened the cartel’s meeting by accusing non-OPEC oil producers of unfairly pumping too much. Other ministers said OPEC needs to get put its own house in order.
