Kidnapers Take Checks Now in Philippines

MANILA —
Kidnaping has become such a way of life in the Philippines that gangs now accept checks to cover ransom demands, an anti-crime group said Tuesday.
Three businessmen were freed by kidnapers recently after they issued checks ranging from $11,500 to $38,460, the Movement for Restoration of Peace and Order reported.
The group was formed by leaders of Manila’s Chinese community to monitor and combat crime.
