In a move that could signal a stepped-up campaign against rebels in Chechnya, the Kremlin appointed a new federal military commander for its troops in the separatist province. Lt. Gen. Vyacheslav Tikhomirov, deputy chief of the North Caucasus military district, succeeded Gen. Anatoly Shkirko, who was promoted to commander of the nationwide Interior Ministry troops, the Interfax news agency reported.
