World IN BRIEF : RUSSIA : Troops in Chechnya Given New Leader
In a move that could signal a stepped-up campaign against rebels in Chechnya, the Kremlin appointed a new federal military commander for its troops in the separatist province. Lt. Gen. Vyacheslav Tikhomirov, deputy chief of the North Caucasus military district, succeeded Gen. Anatoly Shkirko, who was promoted to commander of the nationwide Interior Ministry troops, the Interfax news agency reported. The appointment of Tikhomirov probably signals that Russia will take more action against the rebels, Interfax said.
