U.S. Sets Up Special Trade Enforcement Unit: The Commerce Department office will be devoted to monitoring and enforcing America’s foreign trade agreements, U.S. Trade Representative Mickey Kantor said. The announcement followed remarks by President Clinton about stopping the import of subsidized goods and of goods sold at below cost. Kantor cited the monitoring of specific agreements to protect U.S. intellectual property rights overseas and to open foreign government procurements. The actions were seen partly as an effort, in Clinton’s reelection campaign, to answer criticism that his free-trade policy is costing jobs.
