World IN BRIEF : WASHINGTON, D.C. : American, Russian to Man Space Station

A Russian and an American will make up the first team to operate the international space station when it is ready for occupancy in 1998, Vice President Al Gore and Russian Prime Minister Viktor S. Chernomyrdin announced at the conclusion of two days of talks in Washington. The station will be assembled in space beginning in November 1997. Chernomyrdin also met with President Clinton, who threw his backing behind a new three-year, $9-billion International Monetary Fund loan for Russia.
