Library devotees may be everywhere, but library branches are not. Garden Grove has three in its boundaries; Laguna Hills and Los Alamitos have none. Such disparities will shape reaction to an upcoming report on the library system’s finances and structure.

Per capita property tax contributions for county library systems in fiscal 1994-95:

San Francisco: $36.74

Los Angeles: $18.14

Orange: $14.45

Riverside: $12.03

San Diego: $9.15
