Tony Fellow was talking like a winner Thursday after apparently snatching victory from Art Barrios by the razor-slim margin of 42 votes in this week’s election for an El Monte City Council seat.

But Barrios is refusing to concede.

“It’s not over until the last vote is counted,” he said. “There are still some mail-in ballots to be counted.”

In unofficial election results in the race to succeed the late Councilwoman Maria Avila, Fellow garnered 2,452 votes compared to Barrios’ 2,410 and Rebecca Amezcua’s 1,146 votes.

“One vote is like a thousand. I’m confident I’ve won,” said Fellow, a 46-year-old Cal State Fullerton communications professor and local water board member.

He said he is getting ready to bring new businesses to the city and change its image.

Barrios says he has not ruled out asking for a recount.
