World IN BRIEF : COLOMBIA : Former President’s Brother Kidnapped

Gunmen kidnapped a brother of Cesar Gaviria, former Colombian president and current secretary-general of the Organization of American States, police said. Police found the car of Gaviria’s younger brother, Juan Carlos Gaviria, 37, abandoned along a road in central Colombia. Police said the family had not received any threats before he disappeared. Colombia has one of the highest kidnapping rates in the world, with an average of four abductions per day. Most kidnappings are committed by guerrillas or common criminals.
