Hundreds of thousands of foreigners who entered the United States illegally could face removal from the country without judicial review under the anti-terrorism bill approved this week by Congress. The measure, which President Clinton is expected to sign next week, sharply curtails the immigration hearings process and federal court reviews of deportation and exclusion decisions. Immigration officials would be given new authority to refuse entry to asylum-seekers arriving without valid travel documents.
