World IN BRIEF : SPAIN : Presumptive Premier Vows Major Reforms
Incoming conservative leader Jose Maria Aznar promised to implement a program of reducing government, slashing public spending and deregulating industry. Aznar also vowed to expand self-government among Spain’s 17 regions--a watershed after the dictatorship of Gen. Francisco Franco, who for decades suppressed moves for regional autonomy. After narrowly winning the March 3 national election, Aznar negotiated with three regional parties to support him when Congress votes for prime minister on today. Their promised votes assure Aznar of victory. He is to be sworn in Sunday, ending 13 years of Socialist rule.
