CENTRAL AMERICA : Hurricane Cesar Kills at Least 28

The region began sifting through the aftermath of Hurricane Cesar, whose fierce rains and mudslides killed at least 28 people and forced thousands from their homes, officials said. Dozens of people were still missing. The worst-hit country appeared to be Costa Rica. Guatemala and Honduras appeared to have had no casualties but were hit by floods and mudslides.
