From Times Staff and Wire Reports

Crossing state lines to harass or threaten someone would become a federal crime under legislation the Senate sent to President Clinton. The measure, which was attached to a defense spending bill that cleared the Senate and went to the president for signing, has already been passed in identical form by the House. It makes it a felony for a stalker to cross state lines and allows the FBI to pursue interstate stalkers.
