Television newscasts led with the arrival of top U.S. cardiovascular surgeon Michael DeBakey, 88, who will join in examinations Wednesday to determine whether President Boris N. Yeltsin will have heart bypass operation. While declaring, “I’m always optimistic,” DeBakey told reporters he could give no specifics because he had not yet seen Yeltsin. Asked how long he would stay in Moscow, the doctor replied: “As long as they wish me to.” Meanwhile, the Communist chairman of the lower house of parliament, Gennady N.
