Drug Maker Seeks OK to Sell Stronger Rogaine: Pharmacia & Upjohn Inc. has asked the Food and Drug Administration to approve increasing the concentration of topical minoxidil, Rogaine’s main ingredient, from 2% to 5% and to allow the 5% solution to be sold over the counter immediately, sources familiar with the situation said. Pharmacia declined to comment on the specifics of the application. Sales of Rogaine have stagnated in recent years, a fact blamed partly on its high failure rate and on the fact that until February, users needed a prescription. In the spring, the FDA also allowed generic drug makers to sell topical minoxidil over the counter.
