Boeckmann Car Dealership Cleared of All but 8 Tickets

A city investigation has cleared Police Commissioner Bert Boeckmann’s Galpin Motors car dealership of all but $411 in unpaid parking tickets.

The investigation now is focused on the city parking official who first notified Boeckmann that he owed $11,041, said Michael Inouye, the city’s parking administrator. That official, Jay S. Carsman, sent Boeckmann a letter in August demanding the full payment.

But Carsman also revealed that he had a personal interest in the dealership after his son had a dispute with Galpin over the terms of a lease agreement on an auto.

“This is not a story of my tickets. This is a story of someone trying to extort money,” Boeckmann said.

Carsman had alleged that Boeckmann owed the city money for 249 delinquent tickets issued to cars registered to the North Hills company, one of the nation’s leading Ford dealerships.

Boeckmann, who has denied that his dealership failed to pay parking tickets, said the dealership will pay the city for eight tickets but that he still believes the problem rests more with city personnel than the dealership.

The city review showed that just eight tickets, totaling $411, appear to be Galpin’s responsibility. The majority of the other tickets are believed to be the responsibility of the cars’ owners, the city found.

City parking officials acknowledged that their investigation substantially reduced the amount originally linked to Galpin.

Inouye said his office has sought millions of dollars in unpaid tickets from some businesses. “This is a pimple as far as that goes,” Inouye said. “It is very small.”

An initial review of the ticket violations, completed two weeks ago, had cleared Boeckmann of all but 72 tickets.

Of the eight tickets for which Boeckmann is still responsible, four were written for cars that had been left for pickup by the dealership in an area with parking restrictions for street cleaning.

Another three tickets were issued to Galpin cars that had been rented. The last citation was for a car Galpin sold around the time the ticket was written.
