Bilingual Ballots

Re Doris M. Meissner’s letter to the editor (Oct. 14), if “the citizenship process includes successful completion of written and oral English” as she states, why is the state of California and its counties and cities spending millions of taxpayer dollars printing ballots for elections in foreign languages? I’d be interested to know what Meissner’s definition of “successful” is.
