* Re “Proof of Insurance Law May Be Delayed,” Nov. 4:

It was over 30 years ago that North Carolina implemented a proof of insurance law. The insurance company issued a certificate along with the contract and such certificate had to be presented for registration renewal.

It has been over 10 years since France has required the same proof, but in a different form: The certificate of insurance is the lower one square inch of the renewal confirmation letter mailed to the insured every six months. This part of the letter, which is perforated, must be detached and affixed to the lower right hand of the windshield. Enforcement? Any parked car not displaying a valid insurance certificate is subject to being towed off the street. Simple.

You either want vehicles to be insured or you find delaying tactics to allow uninsured drivers on the road. Why didn’t anyone at the DMV investigate implementation of the new law sooner? The uninsured motorist premium we all pay is a blatant result of the government’s failure to effectively enforce its own laws.
