Peru Prisons
Finally The Times is recognizing the horrors of Peru’s criminal justice system (editorial, Jan. 24). The Tupac Amaru guerrillas are engaged in terrorism. The government of President Alberto Fujimori is engaged in terrorism. In its justice system hundreds of prisoners have no opportunity to defend themselves. They are tried in notoriously harsh anti-terrorist courts by hooded military judges.
Another subtle form of terrorism is practiced on the poor of Peru; 30 million live in grinding poverty. If the Fujimori government were to grant economic justice to the poor of Peru, there would be no need for the Tupac Amaru guerrillas.
