The Federal Reserve Board fined Ghaith R. Pharaon $37 million for illegally acting as a secret nominee for Bank of Credit & Commerce International when it acquired the Independence Bank of Encino in 1985. The Fed also permanently barred Pharaon from the U.S. banking industry.
