2nd Appeal Won’t Be Filed on Recycling Site

Homeowners fighting a proposed recycling center north of Moorpark have decided not to file a second appeal against a series of county decisions that allows the project to move forward without a full environmental impact report.

Residents had until Tuesday to appeal a Feb. 5 decision by the county’s Environmental Report Review Committee, which ruled that plans for a recycling center at the old Egg City site along California 23 do not require a full environmental report. The vote came after homeowners appealed an earlier decision by the county’s planning staff against requiring such a comprehensive review.

Resident Patty Waters, who lives on Broadway near the site, said Tuesday that her neighbors would continue fighting the project when it comes before the county’s Planning Commission. But filing another appeal, she said, could cost between $800 and $1,250.

“We felt spending more on the appeal would be a waste of time and money,” she said.

Waters and other area residents say the project could cause air and water pollution as well as increase traffic on congested roads. The environmental reports for the recycling center do not adequately address those concerns, Waters said.
