A crime sweep by Anaheim detectives netted 23 suspected lawbreakers, including an at-large parolee who was wanted in connection with an armed kidnapping, police announced Friday.

The department’s periodic sweeps are designed to “make a statement” and “keep the crooks off balance,” according to Sgt. Harold Parkison.

Detectives attempted to serve 49 warrants Thursday, which resulted in the arrests of 17 men and six women on suspicion of various crimes, from embezzlement to attempted murder.

“The message gets out and all of a sudden, the streets get empty,” Parkison said. “We’re making our presence known.”

The suspected kidnapper also was arrested on suspicion of narcotics and firearm possession. Two women, who were present at the time of his arrest, were arrested on suspicion of narcotics violations as well.
