City Reviewing Bids for New Police Station

Simi Valley officials said Monday they have begun reviewing a second round of bids for the contract to build the city’s proposed $10.6-million police headquarters.

The City Council rejected the first round of bids in January and solicited new ones after all the bids came in higher than expected, said Assistant City Manager Don Penman.

“In the rebidding process, all the contractors used the lowest bid from before as their base to kind of shoot for,” Penman said. “That creates the kind of environment where all the contractors say to themselves, ‘The last bid was $10,492,000; how much lower than that can we get?’ ”

The second slew of bids came in last Thursday, with the lowest being $10,113,000 by Shirley Bros. Inc. of Pasadena, which was $379,000 lower than the previous low bid offered by C.W. Driver of Los Angeles.

City staff members will review the base bids, and the separate bids that contractors submitted for additional work such as a mosaic police emblem for the lobby floor, Penman said. They will recommend a contractor for the City Council to approve on Monday.

Once the bid is awarded, construction on the 55,000-square-foot project is to begin within 30 days and last 14 months, Penman said.
