Poland’s Parliament Approves New Constitution

WARSAW —
Poland’s Parliament voted 451 to 40 Wednesday to approve a new constitution to replace the Communist-era charter and guarantee basic liberties.
The new constitution will be put to a referendum and, if approved, take effect three months after being signed by the president.
