Ruling Party Seen Winning Elections

President Franjo Tudjman’s ruling Croatian Democratic Union posted victories in most municipal governments and the upper house of parliament in elections Sunday. It also improved its standing in the capital, Zagreb, but opposition parties were likely to band together to gain control of several other cities. U.N. officials predicted that the vote in Croatia’s last Serb-held enclave of Eastern Slavonia, while marred by irregularities, would be considered valid. Final results are expected today or Thursday.
