Senate Plan Aids Legal Immigrants

Poor, legal immigrants who were getting cash aid or food stamps from the government when President Clinton signed the new welfare law could keep their benefits under a bipartisan Senate proposal. The legislation, sponsored by Sens. John Chafee (R-R.I.), Alfonse M. D’Amato (R-N.Y.) and Dianne Feinstein (D-Calif.), would cover legal immigrants who were receiving supplemental security income or food stamps as of Aug. 22, 1996, the day the bill was signed.
