At Least 21 Die as Heavy Rain, Winds Pummel Philippines

Three days of heavy rain and strong winds overturned boats, blew over concrete walls and submerged highways, killing at least 21 people and forcing the closure of government offices and schools, Philippine officials said Monday.

The Office of Civil Defense said that more than 12,000 people in the Manila area had fled their homes because of widespread flooding. The storm was centered about 180 miles northwest of Manila, the capital.

Water submerged a power generator at Manila’s airport, forcing its closure for the day.

Strong winds overturned a boat carrying 19 people to a family reunion off the town of Balamban in central Cebu province on Sunday, killing seven passengers, the coast guard said. Another passenger was still missing.

In Manila, water covered streets and highways, stranding tens of thousands of people. The government shut all its offices except those involved in search-and-rescue operations and relief and health work.

Heavy rains sent mudflows up to 4 feet deep down the slopes of Mt. Pinatubo volcano, 70 miles northwest of Manila, blocking roads, highways and bridges, officials said.
