Two railroad companies agreed to complete a $25-million cleanup of dangerous chemicals that fouled soil and ground water at a rail yard and surrounding areas in Elkhart, Ind., the Justice Department said Tuesday.

Under the deal, Pennsylvania-based Consolidated Rail Corp., a subsidiary of Conrail Inc., and Ohio-based Penn Central Corp. are to finish cleaning the rail yard and reimburse the U.S. government for more than $7 million in cleanup costs.
