Western National Picks Scott as CFO

* Jeffrey R. Scott has been appointed chief financial officer for Western National Group, an Irvine real estate company consisting of Western National Property Management, Western National Construction and Western National Properties. Scott, who joined the company in 1985, had been senior vice president. John C. Atherton has been appointed president of Western National Construction. He had been senior vice president. Also, Rex F. DeLong is the new president of Western National Properties. He had been senior vice president.

* Rockell N. Hankin has joined the board of Techniclone Corp., a Tustin biotechnology company engaged in the research and development of cancer treatments, increasing the number of directors to six. He is chief executive of Hankin & Co., a management consulting firm, and Hankin Investment Banking.
