Psychologist Gives Up License After Arrest

A Studio City psychologist has surrendered his license to practice following his arrest earlier this year for allegedly propositioning and exposing himself to a plainclothes police officer in a public restroom, the state Department of Consumer Affairs’ Board of Psychology announced Monday.

Donald E. Spiegel gave up his license on Friday. The license was suspended for three years in March 1994 after Spiegel, without admitting to any of the charges, was convicted of lewd conduct and petty theft, said Tom O’Connor, board executive officer.

Spiegel could not be reached for comment Monday.

In February, Spiegel followed a plainclothes officer into a public restroom near Woodley Avenue and Victory Boulevard in Van Nuys, propositioned the officer for a sexual act and exposed himself, according to a complaint filed by the psychology board with the state attorney general’s office.

Spiegel was arrested after he left the restroom and was later charged with a corrupt act, sexual misconduct and probation violations, O’Connor said.

Spiegel was sentenced to 30 days of community service and 52 Alcoholics Anonymous meetings in the incident.

He agreed to surrender his license rather than proceed with a formal hearing on the latest complaint, O’Connor said.
