From Times Staff and Wire Reports

Commonwealth Edison Co.’s nuclear power program “has never run well” and probably never will, according to a panel of industry experts. The Nuclear Regulatory Commission noted that ComEd has had plants on the agency’s watch list regularly since 1986. Two of ComEd’s plants are closed, and the company has been fined more than $6 million for violations. In a stinging report to the company’s board of directors, the Institute of Nuclear Power Operations said ComEd is “the only large nuclear utility that has never had a culture that is conducive to a well-run nuclear program, and its nuclear program has never run well.”
