Adil Carcani; Former Prime Minister of Albania

Adil Carcani, 75, prime minister of Albania’s last Stalinist government. Carcani served as premier from 1981-91, first under Stalinist dictator Enver Hoxha, who died in 1985, and then under Ramiz Alia. Stalinists kept the poor Balkan nation isolated until protests in 1990 led to multi-party elections the following year. Carcani stepped down to make way for a short-lived government led by Ylli Bufi. A year later, the Democratic Party swept the Communists from power. Carcani was found guilty in 1994 of abusing his official powers and was sentenced to five years in prison. However, because of ill health he was allowed to serve the sentence under house arrest. On Monday in Tirana after a cerebral hemorrhage.
