Cheap Skate: Tie two on for free . . . skates, that is. For its grand opening, Ice Chalet in Panorama City is throwing in free skate rental--ice, in-line or old-fashioned roller--with admission. In addition to open skating, races and hockey games, at 1 p.m. national champs Jenni Meno and Todd Sand will offer an ice-skating exhibition. The new $2.5-million state-of-the-art rink, at 8750 Van Nuys Blvd., replaces the Ice Chalet at Laurel Plaza that was damaged in the 1994 earthquake and torn down in 1995.
