From Times Staff and Wire Reports

A 64-year-old grandmother convicted of obstructing official business by feeding parking meters for strangers is suing the city of Cincinnati, her lawyer said. Sylvia Stayton filed the damage lawsuit in Warren County Common Pleas Court last week even though the appeal of her conviction has not been completed. Stayton claimed in the lawsuit that a Cincinnati policeman injured her in October 1996 when he arrested and handcuffed her for obstructing his attempts to ticket cars parked at expired meters. She was fined $500.
