Farmers still rely heavily on illegal immigrants for seasonal labor despite a 1986 law designed to provide a steady pool of legal farm hands from abroad in times of need, a federal audit has found. A report by the Labor Department’s inspector general found the law has failed to protect American farm workers and implicitly contradicted assertions by the agricultural industry and Republican lawmakers that the visa program for guest workers should be expanded.
