Suspected Kashmiri separatists shot dead 34 villagers in a neighboring Indian state as Prime Minister Atal Behari Vajpayee renewed a conditional offer of talks with Pakistan about the troubled region. The attack took place in two villages in Himachal Pradesh state, 18 miles from the border with Jammu and Kashmir, where Muslim militants are waging a rebellion against New Delhi’s rule. India and Pakistan continued to exchange heavy fire for a fifth day across their disputed Kashmir border.
