The Sudanese government declared a unilateral cease-fire throughout the southern part of the country, where a 15-year civil war has aggravated famine. The announcement came on the eve of peace talks between the government and the rebel Sudan People’s Liberation Army in Addis Ababa, Ethiopia. The truce, to take effect today, expands the scope of a three-month cease-fire reached in July. A rebel official, speaking in Cairo, dismissed the announcement as “just a maneuver” ahead of the talks.
