Prostitution Rap Hits Ex-State Official

A former director of operations for the Kentucky House who admitted promoting prostitution and gambling--sometimes from his Capitol office--was sentenced in Frankfort to three years’ probation. Kent Downey, 47, had pleaded guilty to two conspiracy charges related to his business, Entertainment Outings Ltd., which organized golf outings with hostesses in various stages of undress. Downey’s partner in the company, Witt Wisman, pleaded guilty to a related perjury charge. Wisman’s attorney acknowledged at the time that men sometimes paid women for sex at the golf outings. Wisman was sentenced to two years’ probation.
