WESTMINSTER
The City Council last week again extended the state of emergency that was declared in the wake of the Sept. 21 water tank rupture on Hefley Street. The decree, which has to be reviewed every 14 days, grants additional authority to city staff to negotiate and take action regarding the aftermath of the 5-million-gallon flood.
