WESTMINSTER
The City Council has renewed the state of emergency declared after the Hefley Street tank rupture in September but has narrowed city officials’ emergency powers. Under the previous declarations, which under state law had to be renewed every 14 days, officials had expanded emergency powers throughout the city. But in the declaration that took effect Tuesday, the powers relate only to the Hefley Street area and do not have to be renewed every 14 days.
