Residents can get their cats and dogs neutered or spayed free from now until March through the Seal Beach Animal Care Center. Residents can go to the shelter, on Adolfo Lopez Drive behind the police station, to get a certificate for the program, and then make an appointment at the Animal Medical Center in Fountain Valley.
