The initiative process which you condemn (“Too Many Ballot Initiatives,” editorial, Jan. 21) is one of the most useful parts of our system of government. It produced the only really useful piece of legislation which I can think of, namely Proposition 13.

I suggest that any person who feels incompetent to evaluate an initiative, can make the correct choice in at least nine out of 10 cases by simply voting against any proposition which The Times supports.
