* REDEVELOPMENT PLAN: A public hearing has been set to consider a redevelopment plan for a 700-acre area in west Anaheim. The proposed redevelopment project area includes properties along major commercial corridors on Magnolia, Lincoln, La Palma and Knott avenues, Beach Boulevard and Ball Road. Some older single-family and apartment houses and motels are included in the plan.

The aim of the proposal is to rebuild the commercial areas and alleviate physical and economic blight, officials said. The west part of the city is plagued with vacant retail centers and deteriorated housing and commercial structures.

The plan was developed in response to residents and business owners who want to improve the community.

* BUDGET PLAN: Council members will consider adopting a citywide spending plan of $25.2 million, which includes a $17.5-million operating budget, for 1998-99. The proposed budget represents a 2.8% increase from this fiscal year. Major expenditures include nearly $80,000 to make earthquake upgrades to the Civic Center and fire stations and $48,500 for software needed to update the financial management computer system.

Other cost increases are due to contracting for transcription service so patrol officers no longer have to spend time writing reports in the field. The contract adds $20,000 to the budget.

Also, fire and paramedic services provided by contract through the Orange County Fire Authority increased $101,195, or 3.4%.

* BUILDING PERMITS: City Council members will consider suspending the processing of large development applications to allow the city time to update its 1974 General Plan.

The proposal would halt only those projects that include more than 12 housing units or more than 10 acres of retail or commercial development.

Projects that are exempted include previously approved projects, those with grading permits and churches, schools or other public uses.
