Lucille H. Loeb, 92, who worked for national crime prevention. Loeb was the widow of Carl M. Loeb Jr., who helped found the National Crime Prevention Council in 1982 and served as its chairman. After his death in 1985, she took over his seat on the nonprofit agency’s board. The group, based in Washington, D.C., works with the U.S. Justice Department and the Advertising Council to reduce crime, concentrating on programs aimed at teenagers. On Sunday in La Quinta, Calif.
