The Clinton administration announced a far-reaching new policy on organ transplantation, aiming to ensure that organs go to the sickest patients first, regardless of where they live. The current system, a patchwork of regional plans, more often than not favors patients by geography rather than medical necessity, officials said. About 10 people every day die in the U.S. while waiting for an organ transplant.
